Increase of housing will impact road capabilities so better infrastructure needed, such as more roads, GPS, schools. More residential parking around the areas where new homes are built. Improved parking for existing homes.

The a228 will also be significantly impacted from LTC. This must be taken into account when considering the new sites for housing.

Where there is uncertainty over the capacity of the highway network to meet development needs, the priority should be to make sustainable public transport, and healthy walking, wheeling and cycling options the most attractive and convenient choices.
Rail connections must be viewed as an essential part of future development on the Hoo Peninsula, together with improved bus connectivity between communities on the Peninsula and the mainline stations at Strood and Rochester.
Chatham Watefront Bus Station is not best placed to serve connections to the Hoo Peninusla, there should be consideration of a second bus station for Medway.

Medway’s infrastructure must be improved before more housing is allowed to go ahead. It can already take over an hour to exit Medway City Estate in rush hour, and that's before the new development there, that's in the process of being built, adds to it.
It's the same all over the Medway towns and the Hoo peninsula.

Is the Council having discussions with LTC planners. Seems like thinking is not joined up. Although do not support the level of housing development currently being planned for Medway (6 times more than needed).

Affordability of homes is driven by demand. Since every council stopped building homes instead subbing it out to housing associations and private developers supply will not satisfy the demand so the idea of affordability is laughable in Medway.

It is quite frightening to read the predicted impact of the LTC on Medway (LTC 7.16 Community Impact Report, p318-319). Increases in traffic flow, air quality and noise and vibration are all likely to rise significantly.
As we do not lie within the 'project area' who do we go to for the funds to mediate the impact?

The Government has promised New Towns for many years. Until this happens the income from son of CIL needs to be comprehensive, including Travel Plans that are self funding that actually work. Rather than Developers submitting Travel Plans with no material affect, limited funding, limited funding for bus passes, new bus networks etc.

The planning of the Lower Thames Crossing is more realistic in its assessment of development growth. The Volume House Builders only consideration is to maximise profit. They will not build out the ‘false housing need’ allocated sites until the inward migration market is favourable. This will lead to planning blight and, negative impacts on the local economy and food supply.

It is considered that this is a somewhat negative starting point and instead could refer to the need for further assessment of the potential implications of the LTC at this relatively early stage in the plan making process.

This is a major concern for most residents of Medway. Unable to get around the towns is incredibly frustrating and happens already when there is an incident on any road or motorway. This will be made worse with the large scale development that is within this plan. Not only is it frustrating but is also very bad on health for all residents with the air pollution this will provide.

This is very scary to seethe predicted Impact of the LTC on Medway. Increases in traffic flow, air quality, noise and vibration are to increase significantly. Are we in the project area and who do we contact regarding funds for mediation on the impact.

See comment on 5.8, the timescale for the LTC and its cost means it should be considered an obsolete concept , largely driven by commercial entities rather than realistic long-term needs.

It seems to me that the Lower Thames Crossing plan is more realistic in its assessment of development need. The needs of voulume house builders has too much influence on local planning policy.

We need innovative approaches to transport. We can't rely on the same old- otherwise Medway will only become more congested. It's poor planning of the past that needs remedying and I hope Medway council are up to the challenge.
