large HMO's should need a licence. But changing from C3 to C4 means they do not have to inform the neighbours, which I believe totally inadequate. As I have stated it is the neighbourhood that will have to live with the HMO. Smaller HMO should at least be made to register and state the purpose of the HMO. As you have stated you have no idea how many HMO's are operating in Medway. How many are abusing basic planning laws, over filling or taking advantage of residents? You don't know.
