Light pollution is an issue. Need to switch to more LED and other forms of lighting possibly turning lighting lower in less busy hours say midnight to 5am. Also lights on timers that are movement activated in certain areas especially in buildings that have lights on all night. This would be economically sound and would save money for Medway Council that could be used on other things. Also heating in public buildings needs to be reduced to a more comfortable and sustainable heat.

Binney has an abundance of almost every kind of British wildlife. How will the inevitable noise affect them. There are lots of bats that will be confused by light pollution. Also there are several horses with riders young and old. What safety measures will be put in place for their safety. This would be noise/light/vehicles.

I support Policy DM4. We need to reduce existing light pollution as well as avoid it in new developments. Existing sources of light pollution need to be addressed with environmentally friendly, less polluting lighting.

In my opinion this policy is important to protect the night sky from Sky Glow for all Medway residents to enjoy. This requires action to reduce Light Glare, Light Spillage and Light Intrusion which together generate Sky Glow.
Conduct an immediate survey of the existing night sky brightness across Medway to act as a baseline against which to monitor progress.
Regular surveys using calibrated Sky Quality Meters.
Introduce a curfew on external lighting after evening Astronomical Twilight.
Give additional light pollution protection to the darkest areas on the edges of Medway, especially Kent Downs National Landscape ANOBs.
In my opinion this policy is important to protect the night sky for all to enjoy. Sky Glow is incessantly increasing in all areas of Medway and gradually reducing the amount of stars, constellations, meteor showers, galaxies and nebulae that can be seen by Medway residents. For example, there are now only a few areas in Medway where the brightest parts of the Milky Way galaxy can be seen and constellations are gradually being lost to sky glow with many only being visible on the darkest of nights and even then in some instances only their brightest stars can be seen. This is a great loss to everyone as a comprehension of our place in the universe can greatly raise awareness of the natural world and its finite resources and why these need to be protected?
Sky Glow is caused by such things as: street lights, decorative up-lighting of buildings, internal shop lighting, external sign lighting plus external garden lighting. It impacts on the local environment as well as across LA boundaries. This is a gradual process of increasing sky brightness that needs to be halted and reversed. This can only be done if there are regular surveys carried out at appropriate times of night (no Moon) and the results recorded in absolute units, e.g. using a regularly calibrated Sky Quality Meter (SQM) to measure the amount of light from the night-time sky in terms of magnitudes per square arcsecond or similar. In this way the gradual increase will be detectable before it goes unnoticed and it is too late. There needs to be an initial survey to capture the current sky brightness levels to act as a baseline against which to monitor improvements.
Sky Glow is like air pollution and crosses LA boundaries. The light domes generated above urban and industrial areas have a far ranging impact on general sky brightness. Therefore it is necessary for Medway to work with neighbouring local authorities to reduce sky glow across the whole area.
Medway also needs to work with National Highways to reduce the Sky Glow caused by the M2 motorway lighting schemes. In recent years the motorway lights were turned off at midnight to save on energy costs. Now that lighting costs have fallen due to the introduction of LED lighting, street lighting is being left on for longer. It is important to limit the use of street lighting which is usually broad spectrum (white/blue white). This cannot be filtered out when observing the night sky through telescopes etc., as it is the same colour as many of the stars and other interesting objects in the night sky.
There needs to be a curfew across Medway for all non-essential external lighting, including street lighting, which should be set to come into force soon after the end of evening Astronomical Twilight.
Planning consents should not be awarded to schemes which are likely to cause an increase in Sky Glow from Light Glare, Light Spillage and Light Intrusion especially in the darkest Kent Downs National Landscape ANOBs.

The addition of more vehicles will generate constant traffic noise and illuminate the area far beyond current levels. This disruption will adversely affect local residents, diminishing their quality of life and creating a less peaceful environment. Additionally, the rise in noise and light pollution will disturb wildlife, forcing many animals to relocate or flee. This deterioration of environmental conditions will further degrade both human and wildlife habitats, making the area less hospitable and worsening the overall impact on the community and local ecosystem.

I am all in favour of controlling noise, with the exception of people who go to live in a high street and then complain about live music being too loud on a Friday or Saturday night. We could do with a thriving nightlife economy.

Dark skies and tranquillity are priceless. the local plan should protect and enhance these to benefit people, nature and the rural economy. Kent Downs and Green Belt area are sensitive to impacts that can undermine these attributes if noise and light pollution are encouraged or consequences from economic activity such as viniculture and inappropriate development.

The reversing alarm of a vineyard vehicle travels over huge distances through the tranquillity of the KDNL and frequently continues for many hours. Is there any provision within areas of tranquillity for requiring White Sound Reversing Alarms (approved by the Noise Abatement Society) be used, as part of this policy?

I'm a keen amatuer astronomer & member of local astronomical society. Due to neww building development, the risk from light pollution is never ending threat. The enjoyment & opportunity of viewing faint deep sky objects (DSOs) gets worse with each passing year as new housing & business developments expand. All forms of light pollution must be employed on new builds & all old style street lighting must be changed to new, more effective & efficient lighting designs. If future generations are to enjoy looking at night sky, ground threats need as much consideration as the threat from satellite deployment.

There is a lot of light pollution along Rochester High Street with the garish signs and screens the council permits in shop windows. The new LEDs in the lanterns as opposed to the old incandescent bulbs that gave a warmer glow, also are too bright and not in keeping with the historical setting. Ironmonger's Yard with its 11 floors will emit a lot of sky glare in a hitherto normally lit area. Any build project must have designated hours for noise, dust and vibration inducing works.

I have been fortunate to enjoy the beauty of the night sky on the peninsula and I wish for others to experience it in the same way. I have been able to see things as simple as the ISS moving overhead to the clear glow of the aurora Borealis and the Perseid meteor shower from this year. Thus, I would like greater attention on reducing light pollution, particularly near sensitive areas like RSPB sites and Cliffe Pools, to protect wildlife and preserve dark skies.
