320,000 sqm for 4,000 additional jobs, ie 80 sqm per job, does not sound consistent with a much higher productivity Medway economy. Industry requiring this much space does not play into Medway's strengths (the river) nor the aspiration to have more higher value industry here.
According to Knight Frank https://www.knightfrank.co.uk/office-space/insights/culture-and-space/how-much-office-space-does-my-business-need/ in the city, an average space per employee is 100-200 sq ft (c. 10-20 sqm), and a "spacious office" typical with law firms and finance firms is 200-500 sq ft (c. 18-46 sqm).

Policy S12 states that new employment sites will be allocated to meet the needs set out in the latest Employment Needs Assessment, which has not yet been published.
There is no evidence provided to justify the allocation of Site CCB25 for non-residential development. Our client therefore objects to this policy on the basis that there is no information to support the allocated non-residential sites as identified within the policies map.
Site CCB25 appears to have been included as non-residential in error and should be allocated for residential-led development. Further comments are within the full representations, sent directly to the Council.

Increases in agricultural employment, especially those associated with Vineyards are going to be seasonal and/or part-time and are more likely to provide opportunities for overseas firms bringing in migrant workers. This will require an additional need for Trading Standards and statutory community safety partners to ensure that these workers are being treated equitably and not victims of modern slavery. Also, such employment contradicts political consensus to create more jobs for 'local' residents, meaning the expansion of vineyards and / or their processing facilities should be subject to additional scrutiny when claiming more jobs for local residents in any expansion applications.

Site HHH19 is capable of delivering sustainable development in a location which the Council has identified as having good transport links.

I agree that existing industrial sites can be redeveloped for new industry if new industry is likely to succeed there. You can build it but will they come? I do not think that any agricultural land should be developed for industry purposes. Jobs created here will not necessarily offset the jobs lost both direct and indirect from associated agricultural industries.
