In relation to 7.9.5 and the provision of visitor attractions, this should also take into account things like AONBs and ensure they will not have an adverse impact on protected areas for the sake of profit when other suitable locations already exist nearby on developed sites. This is especially important when the visitor attraction is only requesting that location because of the AONB and idyllic setting so wants to develop there, damaging the area and not providing any public good.

A significant amount of rural land will be lost to housing. This is a permanent change which will have large consequences. Urban spread has to be a serious consideration. The Medway towns will join closer to Maidstone and will lose a vital wildlife corridor that runs from Darland Banks, through the Capstone Valley and out to the North Downs AONB. The extent of the proposed development from both Medway and Maidstone councils will inevitably cause significant harm to the rural economy.

Development in Allhallows will cause significant problems to the movement of residents in the village. There is only access via a single track lane to Binney rd. there is a narrow road to stoke. Allhallows is at the end of a line. Avery Way is a dead end and so is Binney. This in itself causes bottlenecks. By taking away farm land we are stopping growth of British food. We will be adding several hundred cars to the road.

This policy should be amended to ensure that the rural landscape is not impacted. Reference is made to changes in farming and viniculture. Whilst we have seen increasing farmland turn to vines we must ensure that Agriculture and rurally located businesses
need to operate so as not to adversely impact on the integrity of Medway's national conservation areas, Green Belt or AONB!

With the development of vineyards in Medway, consider that the lifespan of the plant is limited to 25 years and the plantations are owned by a limited number of individuals with no connections to or regard for the local Medway communities. Although this plan covers up to 2041, disregard for the impact vineyards have on local communities (i.e., increased traffic along tight rural roads), the natural environment (use of pesticides and no crop-rotation process) and the natural habitat (impact on bee & bat colonies) will have an irreversible impact on future Local Plans.

This policy neds to be less "black and white" and more about taking a holistic view relating to different proposals, their individual requirements, individual offerings and individual opportunities.
The view that employment development in the countryside will be supported if it does not lead to significant loss of High grade agricultural land should not be so black and white, where development on such land has the potential to better support the operational functionality of a business, co-exist alongside existing infrastructure, better support re-investment programs and provide opportunities or offer other wider benefits.
Again intention to ensure that proposals do not conflict with other policies in the plan should not be so all encompassing, and instead the balance of benefits of any proposal should be weighed against any perceived conflict with other policies.
Whilst the intention to demonstrate "high quality architectural design that enhances and respects the character of the surrounding area" is commendable, this must remain functional and affordable to the requirement.
The requirement that "Developers must provide adequate measures to mitigate any potential impacts to the environment" should be taken in the context of other environmental commitments that rural businesses have; or are already, or, plan on committing too.

We already have vibrant rural economy not only with farming and food production but also tourism this must be protected and enhanced where possible.
The loss of anymore agricultural land is unacceptable for the protection of food security.

I support this policy, subject to the following additions/comments:
As horticulture represents an important local farming activity, high-grade agricultural land should be prioritised for food production.
Agriculture and rurally located businesses need to operate so as not to adversely impact on the integrity of Medway's International and National conservation designations, wider countryside, estuarine and coastal habitats.
The Council will seek to retain existing community and employment sites and facilities providing jobs and services for local communities before considering other uses.
Re the 5th bullet point, should this read 'It does not result in ...'?

Recognise and value the natural assets as the foundation of a strong rural economy. Inappropriate development and industrial agri/viniculture are to be avoided. Nurture the natural fabric and restore nature in our rural areas and avoid sacrificing these for short term or unsustainable economic development. Local, national and international protections should be proactively supported and not undermined in the pursuit of short term profit or mistaken new shiny transformational mirages that benefit the rich and not the population of Medway and surrounding areas.
Local food and healthy activity should be a key component with mixed farming and horticultural activity.

The rural economy should be supported with adaptations made by the rural economy such as a move toward viniculture and other newer rural industries. The loss of the rural economy to residential development should be discouraged especially for land that is currently being used for food production. This land should not be developed. I agree with this policy but I do not see how some of the proposed spatial growth developments can be compatible. Even the recent planning permission granted to ~450 properties between Ham Lane (Elm Court) and North Dane Way (Lordswood) I think might fall short of several of these points.
