What is the contingency plan for potential legal action taken against local for the inevitable increase in death rate attributed to poor air quality level? Is local government going to publish the statistics for CO levels in pregnant women? This can be used to justify reducing the scale of development. Local government could use statistics on mental health and the benefits of having access to a natural environment. Local government could use the recent evidence of air, water and light pollution to validate a reduction in development.
