It appears to me that based on Medway Council’s past poor record in developing Hoo, they're simply going to build urban sprawl; soul-less housing estates of cheap boxes without infrastructure, healthcare, transport nor jobs simply to meet the current government’s housing targets and provide housing for London's population, London councils and people with jobs in London. The plan proposes that we effectively in all but name only become the newest outer suburb of London but without any of London’s benefits like jobs, better health-care, infrastructure, or transport. All the declarations that Medway will retain its identity are without foundation.

Vision for Medway in 2041

I have developed my Vision to avoid building on greenfield rural areas if possible, and to develop jobs and infrastructure first. I propose investigating the idea of viticulture mentioned in section 7-Medway could have an appellation controlee. Climate change is coming. Kent already has 50 vineyards (Source: GoogleAI).
This plan is the worst thing to happen to Hoo Peninsula since 40% of the development will take place there and transform it from a predominantly rural area into an urban one. No plan that builds housing on this scale can ever achieve a reduction in carbon emissions. Total environmental catastrophe.

Lepus Consultancy Report Appendices(Vol2) omits any climate change data thereby equating its impacts across rural and urban development, therefore all analysis is wrong.
The scale of the development proposal is at odds with most of the environmental-related policies within the same document, e.g. S2,S3,S4. It will significantly increase carbon emissions with over 20,000 new houses, plus the extra populations and their cars, especially on greenfield sites.
Planning policies are toothless regarding developers that renege on their infrastructure commitments post development-build. Many of your policies (e.g. 10.5.13) throughout this document mention planning application 'mitigation' which worries me.

Policy T27: Reducing Health Inequalities and Supporting Health and Wellbeing

LDP mentions green spaces are vital for mental health but doesn't mention that Allhallows will be surrounded by building sites rather than green fields in future, possibly for years with delays to the self-builds.
Policy T27-Section 7: Aims are commendable but this doesn’t tie in with the urban sprawl that the council is planning to build. The plan will reduce people’s well-being and health on the peninsula which may reduce health inequalities across Medway but mean more areas will face greater deprivation in Medway with an increase in health issues in the population as a whole.

The Council don’t have control over NHS infrastructure and even if NHS estates does build, GPs cannot be compelled to move to Medway unless there are strong commercial reasons for doing so. To get an appointment or register with a GP is really difficult.
In Allhallows, access to exercise and fresh air is going to be greatly reduced and replaced with urban sprawl. This will affect my mental health as green space is highly important to me. Furthermore, developers maximise numbers of houses which have minimal gardens and over time, build upon green space including parks, as has happened locally.

The LDP starting point is low for transport infrastructure in Allhallows so developers will have their work cut out. Most people commute outside Medway, to London or Maidstone to work. It's too far to commute by foot or bicycle or wholly by public transport in any sensible timeframe hence the over-reliance on cars. Four-Elms Hill is already an Air Quality Management Area. Much of the analysis is based on distance from bus stops, useless when buses are once an hour, take double the time it takes to drive, and the last bus from Strood to Allhallows is just before 7pm.

Policy S2: Conservation and Enhancement of the Natural Environment

This policy cannot work such is the scale of the development. So much woodland, farmland, wildlife will be destroyed that no amount of carbon sequestration or drainage systems can make up for the negative impact on the environment.
How will the Council ensure BNGs of 10%+ are met? What happens to developers if it isn’t? Nothing. What’s happened with the new housing estates at Hoo? Did they have to make assessments of BNG before and after each housing estate was built? How have they measured the 10% BNG for each new estate? Was a BNG of 10% or more demonstrated?
