The Plan must address development not just in Medway, but also in adjoining Local Authority areas where significant residential sites are being considered, e.g. Lidsing, which will produce additional burdens on Medway's infrastructure.

Demand for essential services will increase not only from Medway's own population, but also from residential developments in neighbouring Authorities and close to their boundary with Medway. There should be dialogue between authorities where this will happen.
