The proposed over-development of residential accommodation in the Capstone Valley appears out of kilter with paragraph 10.3.3 above and the statement below that "Proposals for development that would result in the loss of publicly accessible open spaces provided as part of a planning permission for development will be refused." Open space once built on can be considered as lost forever and irreplaceable.
