Representation Summary:

We fully support the council's intention to provide a high level of protection for natural habitats and native species. However, it is important to strengthen this protection and to ensure that it is not diminished by "net biodiversity gains". Gains in other areas do not compensate for damage or loss of habitats associated with existing species. It is more important to protect existing species than to obtain net gains by "greenwashing".

We fully support the council's aim to conserve and enhance Medway's character and local distinctiveness, particularly with reference to the North Downs area. Greater restrictions should be placed on using anything other than vernacular building materials. Features of historic landscapes must be preserved, as must the darkness and tranquillity of the very few dark sky areas within Medway.

The AONBs within Medway are an exceptional landscape afforded the highest level of protection and we are pleased to note that the council has a duty to further the purpose of the AONB. It is essential that the council upholds the directive that major developments are only permitted in exceptional circumstances and where they can be shown to be in the public interest. It is also important that measures to "preserve and enhance nature's beauty" associated with any development, are carefully monitored by the council, ensuring that landscape schemes such as new hedging are properly maintained and re-planted as necessary.

Less than 5% of the land area within Medway falls within the Green Belt and it is therefore vitally important that it is given the highest level of protection. The Council should uphold the directive that development is restricted and that the land should remain permanently open.
