Medway Local Plan (Regulation 18, 2024)

Vision for Medway in 2041

Representation ID: 3821

Received: 08/09/2024

Respondent: Mrs Kay Hutchfield

Representation Summary:

Your ambitions for Medway are commendable, but there are tensions between conservation and development that are difficult to reconcile. I have concerns about how mitigation may be used as a lever to allow developments that will lead to environmental harm. I need to be convinced mitigation can be enforced post development

Medway Local Plan (Regulation 18, 2024)

Securing jobs and developing skills for a competitive economy

Representation ID: 3824

Received: 08/09/2024

Respondent: Mrs Kay Hutchfield

Representation Summary:

Providing employment is obviously an important element in improving the lives of residents, especially our young people. Promoting tourism and hospitality is not necessarily the route to attracting businesses that offer the ‘high quality’ employment needed. Attracting industries that might be best served by apprenticeships is probably long passed but the technology sector may be one more suited to increasing employment in Medway.

Medway Local Plan (Regulation 18, 2024)

3.2.1

Representation ID: 3829

Received: 08/09/2024

Respondent: Mrs Kay Hutchfield

Representation Summary:

In an ideal world your choice of SG03 is the right one. The only problem I see is the additional costs involved in developing housing on brownfield sites that may increase both build costs and time. Green sites offer a quicker return for their investment for developers. You will be fully aware of this challenge but hope you can achieve the proportion of brown sites coming on stream so that the use of green field sites is limited

Policy T14: Rural Economy

Representation ID: 3834

Received: 08/09/2024

Respondent: Mrs Kay Hutchfield

Representation Summary:

Your section on the rural economy 7.9.4 and 9.7.5 rightly highlights the fact that the nature of the rural economy is changing to include more commercial activities such as viticulture. 7.9.14 states that
‘rurally located businesses need to operate so as not to adversely impact on the integrity of Medway’s international and nation conservation designations.
This final statement does not appear in Policy T14 and should be added.

Policy S6: Kent Downs Area of Outstanding Natural Beauty National Landscape

Representation ID: 3839

Received: 08/09/2024

Respondent: Mrs Kay Hutchfield

Representation Summary:

Throughout the document the importance of Medway’s landscapes is evident. You include the Kent Downs National Landscape under that heading.
You state
"The Council attaches great importance to the distinctiveness and quality of landscape in defining Medway’s character, the intrinsic character and beauty of the countryside, containing urban sprawl and retaining the separation of settlements."

I hope that this intention is evident when it comes to proposed major developments in KDNL areas in Cuxton.

Policy T2: Housing Mix

Representation ID: 3854

Received: 08/09/2024

Respondent: Mrs Kay Hutchfield

Representation Summary:

I am confused by the term ‘affordable homes’. I initially I thought people were talking about building council houses to rent.
I lived in a council house all my childhood. I believe that what was gained by selling off council housing stock was at a cost to poorer families like mine and placed an added burden on social housing services.
You can’t turn the clock back but there must be a better way to provide those on lower incomes with a decent place to rent. As you know housing is not all about numbers.
