With regards the carbon in pact in ALLHALLOWS any plans to build new home would actually increase the carbon levels as the infrastructure for public transport is totally unreliable.
You can't force a company to run at a loss.

Secondly would the EA /DEFRA support for seawall protection where needed in the foreseeable future.

Developer never have truly made a commitment to any of the above it's all to do with profit .
More cars more carbon ,Step back and look again as for affordable houses to have carbon friendly home isn't just about having an electric car charging point. The impact on materials used should be looked a long with draining.water supplies roads access and public transport and the facilities local to that area not 10 miles away.
