F D Attwood and Partners support the vision, development requirement of the plan and the spatial strategy which includes the Capstone corridor as a strategic location for meeting Medway's growth. The land within the Attwood's control affords opportunities for comprehensive masterplanning alongside the delivery of key infrastructure and green infrastructure links with Capstone Country Park and Darland Banks beyond. The majority of the strategic corridor is within single family landownership control and is available and deliverable within the plan period alongside the Lidsing Garden Community to the south.

The strategic allocation and indicative masterplan for the Capstone Corridor is supported. The majority of the allocation is in single control by the Attwood family and offers the opportunity of comprehensive masterplanning. It should also be recognised that after brownfield opportunities and riverside development the Capstone corridor should be prioritised as it is the most sustainable and least impactful spatial option for meeting Medway's development needs in comparison with other components of the spatial strategy including other suburban alternatives, growth at the Hoo Peninsula and Green Belt releases, most of which will also have longer lead in times for delivery.

It is recognised that the Medway Landscape Assessment forms part of the evidence base of the local plan and that green and blue infrastructure corridors are set out at Figure 2 of Page 42. For clarity Policy S5 should reference within its wording "having regard to the strategic allocations" so development within these areas is acknowledged and there is consistency between the policies. This is recognised elsewhere at Para 4.6.11.

For the Capstone Corridor at paras 4.7.2 -4.7.7 the influence of the setting of the National Landscape should take account of the Lidsing Garden Community which is a strategic allocation of 2,000 dwellings with 14 ha of employment land, a local centre and community infrastructure within Maidstone Borough Council's administrative area and will serve as a buffer between Capstone and the National Landscape. This allocation within the Maidstone Local Plan (adopted 2024) should be acknowledged in these paragraphs. Later para 14.8.1 also overplays the National Landscape setting for the same reasons.
