I support the principle of the policy (with the exception of one legal point regarding e-scooters separately raised).
However my current experience is that too many journeys to primary and secondary schools use private cars. We need to do much more to actively discourage this.

A travel plan for Medway is long overdue and desperately needed to address current issues, like the bottlenecks throughout the towns, problems in Rainham when the M2 is closed or Operation Brook causes overspill to the A2 etc.
The A2 needs upgrading through much of the towns to resemble the trunk route it needs to be throughout it's entire length.

I refer to the sentence "Access to shared mobility, such as e-bikes and e-scooters, is encouraged through a Travel Plan."
I don't believe this is legally valid.
e-scooters are currently illegal for use on public roads and paths and therefore their inclusion in this policy statement should be removed.

Policy S24: Infrastructure Delivery

I broadly support the policy. However I think like many residents I feel I see little actual delivery of offsite infrastructure following developments. Roads are rarely updated, congested junctions simply get more congested and additional "rat runs" developed. Little in new health provision is made and recent flooding in MiersCourt area of Rainham looks to have had the clock turned back on flood defences.
The council must be quicker and more obvious about it's offsite infrastructure provision in the future and listen to residents concerns earlier and react quicker.

Policy S25: Energy Supply

I refer to the sentence "Community-led initiatives for renewable and low carbon energy through neighbourhood planning will be supported."
I'd like to see this policy strengthened to say "... will be encouraged" with the council taking an active promotion role in identifying potential schemes and promoting them to residents.
