Policy T9: Self-build and Custom Housebuilding

Representation ID: 4931

Received: 11/08/2025

Respondent: Barratt David Wilson Homes

Legally compliant? Yes

Sound? No

Duty to co-operate? Yes

Representation Summary:

The current wording of the policy lacks flexibility and is not justified or evidenced. Further, there is no clear precedent for this approach in other LPAs with recently adopted policies on self-build housing. BDW therefore recommends that this aspect of the policy be removed in order for it to be considered sound.

Legally compliant? Yes

Sound? No

Representation Summary:

The concept plan should increase the size of development parcel for land north of Rede Court Road further west. BDW objects to the provision of a school on Land North of Rede Court Road as it is not justified. The access points should be noted as potential primary access points with alternative secondary access points identified. The heritage buffer to Chapter Farm is disproportionate given its important. Therefore, concept plan is not effective or sound.

Legally compliant? Yes

Sound? No

Duty to co-operate? Yes

Representation Summary:

The infrastructure requirements should be fully evidenced, and developers should only be required to pay for and provide infrastructure that directly arises as a result of the allocation. We do not consider that there is evidence to justify the level of education provision on site at present. We also object to the requirement for Gravesham to approve a masterplan. In its current form, the policy is not positively prepared nor effective.
