Glad to see reference to schools, health and leisure facilities. I hope this will include community Hubs/libraries.
I’m wondering if a potential site for a new hospital has been identified?

These things must come first, before yet more houses are built. Medway already can't cope with the sheer volume of traffic and no. of people living here. It already takes 4-8 weeks to get a routine GP appointment.

As a result of crippling rents the existing HLC in Rainham is underutilised. Intervention is required to ensure that S106 and CIL are used to enhance existing capacities. Significant challenge has been raised in Rainham but nobody appears to have the wit or appetite to resolve. Maximising capacity of existing facilities should feature highly in the plan, but it doesn’t get a mention.

NHS Kent and Medway Integrated Care Board (“The ICB”) supports the focus in the consultation that provision is made through the Local Plan for investment in expansion/ upgrade of existing healthcare facilities and additional healthcare facilities to support a growing and changing population. The ICB and Medway and Swale Health and Care Partnership will work with Medway Council through the Local Plan development process to inform and secure future healthcare infrastructure plans and requirements as part of the healthcare infrastructure estates strategy for Medway.

Under “…wider services such as schools and health and leisure facilities….” add emergency response systems to enable support for more vulnerable communities at higher risk to impact of climate change
General comment – in addition to transport networks being upgraded, consideration will need to be given to unlocking grid constraints in rural areas. Upgrading the network will be costly and this barrier directly impacts communities by hindering business development and restricting roll out of charging infrastructure. This presents itself as an opportunity for a phased infrastructure plan for localised renewable energy generation to support current needs and future growth.

We commend an innovative financing model, Land Value Capture, as a tool to re-ignite the essential rail development project. It has been pioneered on the Northumberland Line, another freight-only line which lost its passenger services in 1964, nearing completion of its 18-mile upgrade with six new stations for new passenger services supported by c.30% financing through Land Value Capture – which operates independently from developer contributions via Section 106 and Community Infrastructure Levy funding. It is in our view critically important to avoid an over-reliance on highway-based infrastructure interventions to provide the additional capacity required to meet new travel demand.

Again large growth in this area is not appropriate or necessary
