There are large areas of concrete landscapes in Medway and just because we need housing doesn’t mean we have to restrict green areas. There are many examples across the country where urban development has allowed green spaces. There could be vertical ones too. There are instances of birds of prey making their homes on tall office buildings. The use of green roofs or green walls could encourage more biodiversity into our town centres especially if we reduce motor traffic into more sustainable methods.

To preserve these valuable areas you are going to need some sort of wardens. We deal with the litter, antisocial teen behaviour and fires here ourselves at present. None of us are getting any younger! More people means greater negative impact on the area.

The south coast of England has many wonderful developments, hence restricting them in Medway may be counterproductive.
St Mary's Island is one example of quality, albeit private maintenance.

Farm land is being too easily thought of as suitable land for housing. Once made for housing it will never go back. More farm land needs to be kept to prevent further urban spread and encourage wildlife to stay or even return. These areas are better used to be turned into wildlife areas which is also better for the human spirit. Some farmland will inherently be needed for housing but habitats and corridors are being lost.

Unclear whether the North Kent marshes SLA designation is still in force.
In any event, the NK marshes should be given at least as strong protection under the updated Medway LCA.
Their landscape is uniquely attractive - and, for example, renewable energy development (e.g., a wind farm) would ruin it.

The LCA is currently fundamentally flawed in its assessment of LCA1 and does not consider recent developments that have successfully been developed in areas of low landscape importance and function. Any future LCA must be appreciative of the pressures placed on character areas, and seek to protect the most important, in terms of landscape quality and function, but acknowledge that sustainable development on areas of limited landscape importance can be supported.
The existing and emerging development pattern should be revisited and included within the final LCA E1. The landscape qualities of the LCA E1 (and all LCA areas) must include acknowledgement that there are areas, such as this Site at RN17, that at the edges of the LCA boundary, and / or which have no landscape or functional importance. That the primary focus of the Development Management Guidance is clarified to ensure that inappropriate development, i.e. schemes that materially harm the function and character of areas of the most important, in terms of landscape quality and function, are resisted, but that sustainable development in areas of limited landscape quality is supported. The principle of the LCA must acknowledge the significant housing pressures that the Council is under, and that some sites can forward for residential development. Without this appreciation in the LCA, or any subsequent Policy that refers to the final version of the LCA, the application of the document as drafted could substantially inhibit the Council in delivering the required housing.

The increased urbanisation and sprawl of Hoo must be avoided as it has a negative impact on wildlife and the character of the landscape. Similarly, in Allhallows the proposed housing sites will adversely impact the rural landscape character, increase disturbance to wildlife, and lead to a loss in biodiversity.

I support this policy but it needs teeth. Areas of Medway with outstanding landscape character are being eroded through inappropriate use e.g. a) small rural lanes being used routinely by HGV traffic, leading to erosion of verges and hedge banks b) persistent fly-tipping. More active interventions are therefore required.

We fully support the council's aim to conserve and enhance Medway's character and local distinctiveness, particularly with reference to the North Downs area. Greater restrictions should be placed on using anything other than vernacular building materials. Features of historic landscapes must be preserved, as must the darkness and tranquillity of the very few dark sky areas within Medway.

Sadly, DEFRA, Natural England and Medway LPA and the planning Inspectorate have failed to protect natural England. For some reason The Secretaries of State for Housing always seem to cancel out good science and Local Authorities do not have the resources to raise a legal challenge. The damage started by Right to Buy continues apace.

If Capstone Valley 'brings an accessible rural landscape into the heart of Gillingham and Chatham' then how can you justify building over all of the Capstone Valley, except for the Country Park. This will no longer be a rural landscape.

Again, the plan serves to organize these areas to suit the bigger proposals rather than encourage and enhance their natural development. This is a token gesture and does not serve the interest of the public or natural spaces.
The best plan would be to be sympathetic to nature and leave these areas to nature however I believe many know that the background agenda is self serving for developers and local government for financial gain and profit.

The Council recognises these issues, highlighting the negative impacts of development, including habitat fragmentation and loss of inter-tidal areas. However, the planned development in Allhallows contradicts this recognition. Building in this area will exacerbate these issues by contributing to habitat loss, increased urban pressures, and further fragmentation of the landscape. Abbey Developments considers that the site at ME8 8QT, to the east of Rainham along Meresborough Road to the south-east of Moor Park Close, is an area which should be removed from the Area of Local Landscape Importance currently identified in policy BNE34. It notes that the Council is supporting a strategy of suburban expansion of Rainham in this vicinity by identifying preferred sites RSE9 and 10 of the draft Proposals Map.

I value all the Council's efforts to use landscape to contain urban sprawl and prevent the joining up of settlements, and to maintain the distinctiveness of the widely differing landscapes. I am strongly in favour of keeping undeveloped coast undeveloped. I look forward to updated LCAs.
It would definitely be beneficial if new development restored lost landscape distinctiveness, particularly to balance some of the previous uniformly uninspired estate developments.

I strongly agree that Medway’s policies must reflect the importance of ALL the wonderful areas of Medway’s Natural Landscape Areas. especially around the rural villages and communities. People need, and will continue to need, the diversity that the natural countryside has to offer.
