What factors would lead Medway Council into determining that a coastal location was essential for a development? All three strategy options involve urban sprawl. In a previous section it was mentioned that the private sector had identified beneficial greenfield sites to build on. I am sure that would be very profitable. Why doesn't Medway reduce costs, buy some concrete towers up north rather than building them over Rochester's conservation area and house people as Newham Council has done with Anchorage House.

The updated Medway Charter Assessment cannot endanger any of the previously identified areas.
How will the council mitigate issues against appeals for development applications who receive authority from another council at appeal's process? What safeguards will be in place to ensure they must follow the local plan and adhere to the Medway charter?
