The potential rural population expansion on the Hoo Peninsula seems excessive. The quoted HIF figure of "up to 12,000" new homes by 2040 represented an increase of up to 121% on the 2021 HP census population of 23,699 (excluding Upnor and Frindsbury), using the ONS figure of 2.4 persons/dwelling in England and Wales in 2021 to give 28,800 persons for 12,000 homes. Specifically, for Allhallows, the LAA states a potential 705 new homes (excluding The Reeds) - + 100% vs. the 2021 census (1,692/1,683), using the ONS figure - &, for Stoke, 1,572 - + 146% (1,572/1,080).

Representation Summary:

LAA site AS19 (Malmaynes Hall Farm) appears to envisage an approximately 2/3rds expansion of the current Malmaynes Hall Solar Farm, entirely over (currently) productive agricultural land. The expanded site would also extend to the edges of both the A228 and Hoppers Lane - unlike the current site -, increasing its visual intrusion. For both these reasons, expansion is undesirable. If permission were nevertheless granted, strict requirements for hedgerow-screening should be imposed, to minimise visual intrusion. Also, the natural feature of the agricultural reservoir should be retained, as a valuable waterbird habitat.

The Peninsula's marshes and mudflats do indeed have a sense of place and remoteness. Significant built development of any kind (including for renewable energy) would ruin this. West of Allhallows, the views are magnificent. Canary Wharf and the City, and The Shard, are often visible, a striking contrast to the wide open green fields of the c.11km. of marsh there (east to west). Their ecological value is also high, over the entire south Thames marshes from Grain to Cliffe, and the north Medway saltings - as indicated by the SSSI, SPA and Ramsar designations, and various environmental grants.
