It is important for the vision to identify development opportunities in sustainable locations for a range of high quality residential accommodation and employment sites to deliver future growth, whilst protecting the area's important environment and the heritage assets. Focus should be on identifying existing urban and brownfield sites and where possible, making efficient use of land and buildings over green field development.
Furthermore, policies need to be suitably flexible to ensure that developers have confidence to invest and respond to changes in economic circumstances.

A range of sites needs to be identified to deliver employment and investment opportunities noting that work practices are changing and buildings need to be flexible to allow different employment uses. Traditional employment sites, such as the Medway City Estate, need to be considered as strategic development opportunities, particularly where waterfront locations can offer high quality redevelopment, making efficient and sustainable use of well located land, whilst having a positive environmental benefit.

New development must focus and prioritise urban locations and redevelopment of brownfield sites ahead of green field sites. Waterfront development has been successfully implemented in Medway and locations exist (eg Medway City Estate) where new high quality residential/mixed use "quarters" can be created in the future as part of a strategic vision. Early engagement with amenable landowners will enable the adoption of a comprehensive approach to realise strategic development opportunities to ensure future delivery of residential, employment, associated services and infrastructure in high quality public environments.

An adequate buffer should be built into the land supply - experience from Covid and fluctuations in economic circumstances clearly show that the development/construction sector and the supply chain is vulnerable to change and this has had a significant impact on commercial decisions and delivery. In these circumstances, larger sites are less likely to come forward due to initial infrastructure costs, requiring a range of sites to be allocated.
