This is a good vision, however emphasis needs to be on infrastructure & health care. In fact, this needs to be addressed now, as building is constant & infrastructure hasn't been supported to deal with this.
It's great to see a plan provide actual access to the waterfront and continuous riverside paths - something seriously lacking at the moment.
In addition, it's great to see the mention of greater public transport & a return of local area grocery shopping & places to socialise/exercise, rather than everything being in retail parks, especially when relying on public transport.

It is important that the high streets continue to be supported. Chatham high street is not a good place to be, there are too many 'market' style shops and empty premises. We need to ensure the space remains vibrant to keep people coming.

To reduce out-commuting, you need to work with local employers who are able to provide decent wages. I cannot afford to stop commuting to London as even taking out the travel costs, I'd be approx £15k worse off a year. We need big employers in the area,
You mention "gain wide recognition of Medway as a centre for learning and its student base; and realise economic and place-making opportunities associated with the cluster of universities/colleges in Medway", however the Art College was allowed to close and is now becoming flats! We need to keep creative focus as well as academic.

Every inch of space is being taken up by housing already. We need to ensure Medway is fully supported first before reaching out to assist neighbouring boroughs. I believe in supporting your neighbours, but your own home has to be in order first!

You must also consider Parking. Parking is already a nightmare in the roads around Chatham. On road parking does not provide enough space, so people are parking on grass verges and other areas where they shouldn't be. It's not their fault, they need to park their cars. This must be considered when building houses - specific car parks on the land should be provided.

If this were to happen, you need to improve public transport i.e. bus services to these areas.
