Representation Summary:

Medway Council received a 0% rating from Climate Emergency UK in the transport category of their Council Climate Action Scorecards (https://councilclimatescorecards.uk/councils/medway-council/).

Policies and actions that prioritise healthy sustainable travel by walking, wheeling and cycling and public transport are required so that these become the preferred and obvious choices for people's short everyday journeys in Medway.

There is a particular need for investment in public transport to serve the new and existing communities of the Hoo Peninsula. Frequency of services, operating times of services and journey times all require improvement. Establishing a rail connection should be viewed as essential.

Existing employment sites within Medway are often poorly served by public transport and safe walking, wheeling and cycling routes.

Improved bus connections are required between Medway rail stations and the Medway City Estate, Innovation Park and Gillingham Business Park. Similarly the proposed business sites at Kingsnorth and Grain need public transport connections beyond their immediate local communities that operate at times which can service a variety of shift patterns.

Representation Summary:

The 2016 consultation on improvements to Strood Town Centre included 20mph limits to enhance pedestrian safety, public realm improvements along Station Road between the town centre and the pedestrian subway to the station, public artwork in the subway, and proposals for a signed cycle route connecting into residential areas.

These elements were not progressed by Medway Council. Kent CRP were instrumental in creating murals for the subway, it is to be hoped that these other public realm improvements can be progressed in the future and similar opportunities developed to enhance walking, wheeling and cycling routes to all of Medway's stations.

It is important to embed healthy sustainable travel habits from the outset when new development takes place. As such provision of public transport links and safe, attractive high quality walking, wheeling and cycling connections should be fully funded and completed in the earliest stages of development.

Where there is uncertainty over the capacity of the highway network to meet development needs, the priority should be to make sustainable public transport, and healthy walking, wheeling and cycling options the most attractive and convenient choices.

Rail connections must be viewed as an essential part of future development on the Hoo Peninsula, together with improved bus connectivity between communities on the Peninsula and the mainline stations at Strood and Rochester.

Chatham Watefront Bus Station is not best placed to serve connections to the Hoo Peninusla, there should be consideration of a second bus station for Medway.
