Private car use places unsustainable pressure on the public highway network. The best way to relieve this pressure is to make sustainable and healthy transport options such as walking, wheeling, cycling and public transport the first choice for people's short everyday journeys. This will help address issues of climate change, air quality, public health and road danger.
Infrastructure needs to include safe separated spaces for people to walk and cycle, safe routes to access existing public transport services and new mobility hubs, bus priority schemes and 20mph limits where vulnerable road users are required to mix with motor traffic.

Increasing the capacity of the road network should not be the only specified solution. The policy needs to include clear statements that rail connectivity through a new station at Hoo (Sharnal Street) and improved public transport connections to the Hoo Peninsula are also required by Medway Council to facilitae growth on the Hoo Peninsula. Every effort should be made to reduce demand for single occupancy private motor vehicle journeys.

Identified sites would be served by Strood and Halling stations. Should development proceed, every effort should be made to secure developer contributions towards safe walking, wheeling and cycling connections to the stations. In addition Kent Community Rail Partnership has community led surveys of the stations detailing improvements to accessibility and personal safety that could be supported through developer contributions.
