Representation Summary:

Development of Capstone Valley potentially joining Medway with Maidstone (Lidsing) is unacceptable. The road networks cannot to cope, pushing more cars along Hempstead Road, Chapel Lane, past HVSC and onto the M2 will cause gridlock. Roads cannot cope any changes to the layout is not possible due to constraints. This has been investigated over the years with expansions of HVSC it is just not possible. Tree belt along field margins will be affected by development, negative impacts on wildlife, climate change etc. Wrong location for housing.

Development of Capstone Valley potentially joining Medway with Maidstone (Lidsing) is unacceptable. BNG min 10% mandatory. According to Ecologists developers highly unlikely to be able to place all on site. Could use areas shown as housing around Hempstead/Capstone as land bank for BNG. Developers can then buy units from the LA. Enhancing the setting of the valued Capstone Park 'green lung'. Ancient woodland boundaries can be enhanced. Create a buffer/space between Medway/Maidstone. Create corridors for wildlife. Help to fulfil objectives in the Councils Climate Change Action Plan. Will allow offsite BNG to remain within Medway. Without land available for off site BNG Medway will loose the benefits to other authorities.

How will roads cope, how can roads be improved to access Junction4? Roads cannot be widened without significant impact. This has been investigated through other developments and has always been the problem to expansion (e.g HVSC). Roads around Capstone/Hempstead are rural in nature any widening will create a significant negative impact on the character of the area. The expansion of these areas for housing cannot be achieved without better roads, but better roads cannot be achieved without disastrous impacts. Maidstone acknowledged this with proposed 'new arm' of Junction4 through the AONB and associated significant negative impacts on wildlife/character etc.

Representation Summary:

Medway have vehemently opposed the Lidsing Garden Development. Why now are Medway promoting a master plan with the landowner? The same issues still remain that Medway are currently opposing and will be made worse blending Medway and Maidstone into one large urban conurbation. The areas of Capstone/Hempstead/Lidsing/Bredhurst are rural in nature with their own character, a large master plan development will destroy this. s106/CIL money will not scratch the surface on the issues these developments will create.
