CHR3 and was the subject of a Planning Inquiry in March 2023.
The Planning Inquiry Inspector identified elements of the landscape and visual effects that are key issues that would prevent the site being considered for development and refused the appeal.
The National Planning Framework accords the highest status of protection to AONB and policy BNE32 of Medway Local Plan 2003 requires that any development should conserve the beauty, wildlife and cultural heritage of the area.
I believe this site is one of “those aspects of Medway that we want to safeguard for the future” .

There is a desperate need to improve the road infrastructure between the A2/M2 junctions and junction 4 on the M20. Currently any disruption on either motorway results in traffic accessing the A228 via Cuxton and Cobham villages. This was illustrated only this week with a fuel tanker fire on the M20.

Securing jobs and developing skills for a competitive economy

Growth in tourism must demonstrate HOW it will benefit the local economy. The recent application for a winery and visitor centre at Cuxton was initially supported by Medway Council, however, no evidence was provided that the visitors were likely to spend any money outside the winery and so tourism would only benefit the winery business.
Location is the key if tourism is to benefit the local economy.

Boost pride in Medway through quality and resilient development

The ambition of this section is admirable but will be a challenge to achieve. It is cheaper for developers to use Greenfield sites and so a strong strategy will be needed to ensure growth does take place in the most suitable locations and in the form of high quality mixed development.

M2 Junction 2 is also an area of concern. we already know that the A228/Bush Road junction cannot have full traffic lights as modelling by National Highways suggests this traffic lights would lead to dangerous queuing on the M2 slip roads. As housing and commercial traffic increase around north west Strood this dangerous situation is likely to be a regular occurrence without significant infrastructure improvements.

It is quite frightening to read the predicted impact of the LTC on Medway (LTC 7.16 Community Impact Report, p318-319). Increases in traffic flow, air quality and noise and vibration are all likely to rise significantly.
As we do not lie within the 'project area' who do we go to for the funds to mediate the impact?

The location of potentially 1,100 houses in this section of the development is likely to have an adverse impact on the North Downs Way and local ancient woodland in terms of landscape, noise and light pollution.
Given the existing problems of traffic flow at peak times through Halling, Cuxton to the M2, it would be reasonable to suggest that any housing development must be much smaller than the maximum of 1100 houses proposed.
