New item for inclusion under Issues and Constraints – Higher temperatures are more prevalent in urban areas. Increasing temperatures are already being experienced, and for longer, as a result of climate change. Consideration will need to be given to the design and balance of development against the need for green infrastructure to mitigate urban heat islands through cooling and shading. Similarly consideration will be required to mitigate the likely increase in impermeable surfaces and subsequent surface water flooding, through appropriate SuDs and/or green infrastructure.

we welcome the inclusion of “providing for sustainable transport choices.” Consideration should be given to alternative options such as park and ride services, co-located hubs which would reduce the need to travel and support the point already made at 5.38. The emphasis should be on a good quality, inclusive sustainable transport network so that sustainable travel becomes the mode of choice.

Under “…wider services such as schools and health and leisure facilities….” add emergency response systems to enable support for more vulnerable communities at higher risk to impact of climate change

General comment – in addition to transport networks being upgraded, consideration will need to be given to unlocking grid constraints in rural areas. Upgrading the network will be costly and this barrier directly impacts communities by hindering business development and restricting roll out of charging infrastructure. This presents itself as an opportunity for a phased infrastructure plan for localised renewable energy generation to support current needs and future growth.
