The non-tidal basins in Chatham Docks provide a unique and irreplaceable opportunity for Medway to exploit its geo-economic advantages; the river and our location relative to Europe, The North Sea, London and the SE region. The space is proven to be economically viable, especially for major civil engineering and ship repair. Transport by river uses 80% less carbon than by road, takes pressure off our roads and opens up no end of value adding opportunities.The land and basins would be very complex and expensive to develop for residential use, due to flood, safety, contamination and access problems.

Far more comprehensive and safer cycle routes which are NOT shared wherever possible are necessary if we are to encourage more people to leave cars at home.

The amount of housing in each category needs to be calculated ONLY on the demonstrable needs of all Medway people, NOT using the standard methodology which results in a vast over development of Medway.

An obvious Medway advantage is to use the River and Maritime opportunities, including supporting marine renewable energy opportunities. This can be linked to our local further and higher education facilities. The council must under no circumstances allow residential development on land which has obvious marine potential, such as Chatham Docks.

The authority IS NOT directed to use the Standard Method; this is a local choice as has frequently been made clear in writing by government ministers. However, it is accepted that proving a true local need requires far more time and effort. This authority should only put forward a plan which is right for Medway, not one which just ticks boxes.

Chatham Docks should not be included for residential development because it will take away viable and unique maritime employment land, and would be very costly to develop for residential use. There is no railway station, and it would add further pressure to town center roads.

28,500 is already in excess of Medway's own needs and will be impossible to deliver within the plan period given past and current performance, so taking on more is a complete non-starter. Gravesham should plan for their own need within their borough.

Waterfront developments have been very costly. Rochester Riverside required huge sums of public investment to make it possible to develop, as has Strood Waterfront which also failed to get commercial interest due to the cost. Chatham Waters will struggle to make any return on investment. The developers for Chatham Maritime failed to deliver the vast majority of jobs promised at the outset and later requested to reduce S106 contributions due to higher costs, but they are putting forward similar promises for Chatham Docks, which is even more complex to develop! The council should learn from experience, not repeat the errors.
