Representation Summary:

Improved travel choices needs to be clear that it will be implemented as it is inevitable the Local Plan strategy creates housing denser than today's housing stock with a front and back garden. It should make a firm strategy where apartments are built, an infrastructure of bus-only road and segregated cycleways are built to employment areas, town centres and train stations.

The map to reaching 'net zero' can only happen if s106 / CIL money is used to improve insulation in current housing. That must be included in this plan.

Medway council runs a good solar panel scheme with Kent County Council to bulk buy solar panels for homes in Medway. However, the current schemes have no provisions for an affordable loan. To deliver a 'Zero carbon' Medway, which is the indicated strategy in the Local Plan, current homes must be better insulated. It will also benefit Medway residents energy cost. The Council's commitment to address Climate Emergency needs a provision to use s106 / CIL from new developments to provide the seed money for a fund which can provide affordable loans for Medway residents.

Representation Summary:

Local high streets in Medway town is an excellent place to reduce social isolation. It is also where current bus routes are in placed. The long term strategy should be more enhanced than an unsustainable free parking scheme. There should be a local bus pass which allow residents to travel across Medway with a return trip costing no more than £3 (in today's money).

Healthy Living Centres should include an accessible exercise facility for all ages. True well-being promote fitness and the mentality for HLC should not be fixed on curing illness.

New developments should not forego the retail opportunities in current high street and retail locations. There should be cycleways and walkways from new developments to the High Street e.g. making used of the disused rail track from Gillingham docks to Gillingham train station; protecting it for transport infrastructure rather than using it for housing. Secondly, development in Lower Rainham needs a dedicated sustainable access to Rainham high street parallel to the railway. Current elements are the distinctive characters of Medway Towns, enhancing their growth will solidify pride in our towns and a resilient economy.

Encourage and simplify the process on building annexes which can be used by multigenerational households. It will also promote care within the family. New apartments can also provide similar provisions. In Singapore, developers are encouraged to build a proportion of apartments as "dual key condos" where there is a single deed for the apartment and each apartment has 2 entrances to a studio flat and a multi-bedroom flat. The deed will stipulate they cannot be rented out individually, ensuring the scheme promotes affordability and care needs within the family.

Currently, the narrow strip of land between the docks and Gillingham Train Station and carparks is marked as "Urban Regeneration Sites", potentially for housing. This should not be the case and this land should be protected for sustainable transport use such as a covered walkway, future tram or a cycleway. This will be an important thoroughfare between the denser redeveloped area in the docks and the current Gillingham urban centre. Maintaining access will support regeneration of the Gillingham urban centre into co-working spaces, businesses and sustaining current retail at Gillingham town centre.

Most of the land marked for Capstone Valley around Chatham are not suitable for housing and its unsuitability has been decided in previous planning applications. The Local Plan report also rightly pointed out there is a cross-border impact with Lidsing Garden Community. Capstone Valley is bio-diverse, including hatching over Hook Wood. No development should be permitted in these special areas. Capstone Valley is also an important green lung and development will affect air flow and circulation. Development will increase air pollution and inability to clean the air from areas like Luton Road.
