Medway Local Plan (Regulation 18, 2024)
Vision for Medway in 2041
Representation ID: 3701
Received: 08/09/2024
Respondent: Mrs Elizabeth Turpin
The reference to Medway is confusing as it makes it sound like Medway is a place, rather than a river or a local authority. I would prefer the Medway towns and villages.
Would agree with a vision that wants to make more of our River. There is much more potential but there has been improvements over recent years. There has been a lot of housebuilding to ensure that all f the community can find decent places to live. However the rural areas are often too expensive, with very large homes coming forward, out pricing local people and especially young buyers.

Spatial Development Strategy

Our towns have already seen a lot of development over recent years. It is wise to use brownfield sites and also to be ready to adapt our high streets to meet the changing shopping habits. With large shopping centres and a move to online shopping, our high streets are struggling and need to attract people for different reasons, including being more residential where appropriate.
If a passenger train was ever to come into fruition it should connect Hoo Peninsula into the rest of the Medway towns

I can see why the council prefer this option as it appears to be a compromise. However the challenge that still remains is our housing target. The evidence shows that this large amount of development in a small geographical area will result in adverse impacts on our climate, our GHF emissions, on our biodiversity. There will be significant impact on Landscape, negative impact on pollution and waste, negative impact on our community's Health and Wellbeing. Agreement that development is necessary and needed but not to the extent that it has negative impacts on existing residents and new communities.

It is important that flood risk work is completed prior to a Local Plan being adopted and not just on the planning application. If a site is going to be part of the LP then we must be confident it can be delivered. There is a danger otherwise that development will either not come forward at all, or will only come forward with government grants or with reduced, previously agreed, affordable housing contributions or S106 contributions.

As per comments in flood risk, contaminated land needs to be researched before submission into the adopted Local Plan.

"Demonstrate sufficient space for storage and drying clothes." This is really important for health and welling being. If we want residents to recycle they need to have the space and facilities to store. Also such a "simple" thing as drying clothes is important to again have facilities and space to do so. Really want to see housing come forward with solar panels which we are not seeing enough of.

Policy T2: Housing Mix
Representation ID: 3729
Received: 08/09/2024

It is really important that we deliver housing that meets the needs of our communities. If there is more of a need for two bedroom housing then we must prioritise that over large, expensive 4/5 bedroom properties. It is also important that there is adequate supply of bungalows, appropriate for residents with mobility issues and for residents wanting to downsize in later life.

I am surprised that a need has not ben identified for a public transit site in the Medway towns. There will be a continuation of unauthorised encampments if this facility is not provided for.

Policy S10: Economic Strategy

If the council is serious in its vision to boost Medway's economic performance and secure a range of jobs, then it should not be including the land at Chatham Docks in is Local Plan for housing development. These jobs already exist and the council should do all it can (ie not change the land designation) to safe guard them. Trying to provide employment on other sites in Medway has not always been successful, for example Innovation Park Medway and large amounts of empty office buildings across the towns. Let's keep what is working and help to make it even better.

"Changing land designation supported when existing use is proven to be no longer appropriate or viable." Who needs to prove that? This is the argument at Chatham Docks but there are two sides to this debate. It may not be appropriate for the council to decide.
