The SoS approved it so that thousands of houses can be built. There was a moratorium. So a balance for the greater good is still required.

Representation Summary:

The current and proposed parking standards provide information on garage sizes. There is no mention in the notes of
garage door widths. My research since 2019 re What car and Autocar details confirms the 95%ile width with wing mirrors is
2.2m. Hence garage doors should be 2.5m in width. St Mary's Island garages are all 2m. You cannot get an SUV or large car in.
Manual for Streets never had garage door widths, only car widths of 2m. Manual for Streets 3 is in the Government Long Grass since 2022. Reference to Car free development should also be inserted.

The consultant highway engineer who prepared the table need to rethink it plus provide an evidence base to support it. Pick any recent development in Medway it would not accord with Policy.

The walking distances table provides no background. IN Whyte Young and Green's "How far do People walk? PTRC meeting in London July 2015 they set out in a Table Mean and 85%ile distances UK excluding London 85%ile 800m. Is there an evidence base behind this? The Inspector will ask for one. The IHT Guidelines 200 Para 3.3 provided an evidence base.
However with more and more developers providing cul de sacs, approved by LPA's in Kent and Medway the distances will prohibit development. Less housing or the Policy will be rejected. The distances shown are in fact walk between bus stops! Who ever put the table together should review the details.

Will the Medway Planning Validation paperwork include reference to trigger levels. Housing <50 a Transport Statement and over 50 a Transport Assessment. Ditto B1 or B8 <1000 sqm TS and > 1000sqm a TA? A TS for every application is not reasonable.

Travel Plans after completion of the Development are never in the public domain. They should be otherwise they are less than sustainable.

Local centres and Medways' objection (refusal) to Pizza's close to schools continue to be allowed by Inspectors. They provide local facilities before Deliveroo Just eat services are provided. Up until 1953 sugar rationing books were used.

Body Mass Index BMI was always below 25 (An average healthy) average life span was increased. Until the Government charge higher taxes Planing Policy will always fail. Planning Councillors and NHS staff ets, all professions, have many with BMI above 25 and dont live neat pizza shops. I hope my example provides the evidence base. Mums may not walk to school.
