Medway Local Plan (Regulation 18, 2024)
Prepared for a sustainable and green future
Representation ID: 2534
Received: 05/09/2024
Respondent: Mr Roger Brown
There is a large gap between the plan and reality. Planning for ecology has been largely dictated by developers who have an adverse conflict of interest - profit before people and nature.

Medway Local Plan (Regulation 18, 2024)
Supporting people to lead healthy lives and strengthening our communities
Representation ID: 2535
Received: 05/09/2024
Respondent: Mr Roger Brown
The greatest support for peoples' health is provision of decent, energy efficient homes. Right-to-buy has done more harm than anything else to the British housing supply, the building of proper social housing (council housing) needs to be restored. Right-to-buy can be maintained at full market pricing with the full selling price being given directly to the local Council.

Securing jobs and developing skills for a competitive economy
Representation ID: 2536

This section seems entirely reasonable but it will take a long time to recover from the severe economic damage wrought upon the Medway Towns in the 1980s.

Medway Local Plan (Regulation 18, 2024)
Boost pride in Medway through quality and resilient development
Representation ID: 2540
Received: 05/09/2024
Respondent: Mr Roger Brown
Quality and resilient development can only take place on a solid foundation. Sadly, the existing infrastructure lags way behind the CURRENT needs of existing development. Recent housing developments have been built before the existing infrastructure has been brought up to date - we are continually allowing development whilst playing "infrastructure catch-up" which is not good planning.

Of the 3 options offered, SGO 3 would be the better way forward.

Policy S1: Planning for Climate Change
Representation ID: 3120
Received: 07/09/2024
Respondent: Mr Roger Brown
"Development must minimise the impact and mitigate the likely effects of climate change on existing and future communities and the environment and minimise the use of natural resources." seems to be an oxymoron. Development caused human climate change in the first place.
The main priority of all planning for the future must be the restoration of nature, then we can look at human development.

Policy S2: Conservation and Enhancement of the Natural Environment
Representation ID: 3123

The singular failure of existing planning policies to protect and enhance special natural environments can be seen on the Hoo Peninsula.
Ratly Hills Wood, Berry Court Wood and Great Chattenden Wood form a tiny remnant of ancient woodland on the Hoo Peninsula. Instead of protecting this jewel of nature the LPA, since the 1960s, has been methodically nibbling away at the woods to provide space for housing, never protecting this irreplaceable asset. This ancient woodland should have been surrounded by a huge buffer zone ( of the order of Kilometres) which could have provided land for natural regeneration.

This section seems to be the logical way forward. Such a pity that it can't be applied retrospectively against malicious developers.

Policy S4: Landscape protection and enhancement
Representation ID: 3125
Received: 07/09/2024
Respondent: Mr Roger Brown
Sadly, DEFRA, Natural England and Medway LPA and the planning Inspectorate have failed to protect natural England. For some reason The Secretaries of State for Housing always seem to cancel out good science and Local Authorities do not have the resources to raise a legal challenge. The damage started by Right to Buy continues apace.

It would be wonderful if this policy was in place now. However, current policies act in the opposite direction. Environmentally, time is running out.
