Vision for Medway in 2041

The vision is acceptable a statement of the obvious but without the how I remain sceptical that the housing will be delivered in parts without the necessary infrastructure to make it work for existing residents and those who will move into the area.
Most of those working will do so outside of Medway requiring cars as well as other forms of reliable public transport that actually runs, convenient to those that use it. on time at a reasonable cost.
Medway is defined by its people first and then by other factors such as environment.

There is no climate emergency..
We should preserve biodiversity wherever possible but accept some loss for high quality economic development.
Faming land should not be built on under any circumstances unless the yields from that land can be demonstrated to be poor as to make it uneconomic to farm.
All measures should be taken to improve air quality across Medway where the proposed action can be demonstrated through evidence to improve air quality. This includes banning of the most polluting cars, vans, lorries and busses. Banning rather than taxing as taxing does improve air quality.

Supporting people to lead healthy lives and strengthening our communities

Individuals can improve their own health if they choose to do so. The State can attempt to influence behaviour but it can not force a change. There are numerous existing opportunities to participate in walking, exercising and other leisure activities. I would prefer bigger plot sizes to give families mote living spaces than allocate land to communal use that has to be maintained at cost.
Cycling on public roads is dangerous.
The NHS remains a poorly managed services that has failed to provide services that communities need.

Securing jobs and developing skills for a competitive economy

Medway has failed to take full advantage of it positioning close to London and the continent. This is despite the presence of great Grammar Schools. There are 30K NEETS in Medway which should be the Council's focus. To much focus on public sector is a huge red flag to business who might consider relocating to Medway.
Above all businesses need a willing and educated workforce in order to obtain investment funding.
Building on Chatham Docks and proposing housing on Medway City Estate is a massive own goal.

Boost pride in Medway through quality and resilient development

Pride comes from people not the Council or other Government bodies. Fly-tipping, ASB, ignoring the police, truanting are all signs of a lack of pride in Medway as a place. Investment in people first to take up education/work/training effective enforcement action across the Council will raise pride in Medway the place.
Supplemented by development of existing and new buildings that inspire as well as investment in heritage and leisure.

Net Zero is a ridiculous and highly expensive programme that will reduce the quality of life for residents. Many current and future residents of Medway will not work in Medway and will need to use their car to access work opportunities and leisure activities when it suits them and not the bureaucracy.
Development that is on Medway boundary should be considered when Medway s creating its local plan. Lidsing Garden Village is an example of such development. In future boundaries should be adjusted so that these development sit in the LA area most affected by the development.

I agree with option 3 as the preferred development option. However how I do not believe that you can enforce a brownfield first approach without substantial subsidy from central Government and that development in the periphery such as Capstone Valley can be dome without significant infrastructure spend in road and traffic alleviation.
Medway's current traffic management approach is a total joke and ignores what every resident can see for themselves that squeezing more traffic into confined spaces is a receipe for traffic chaos and will severely impact existing residents.

Policy S1: Planning for Climate Change

Much of this policy is about limiting freedoms to satisfy the doctrine of Net Zero which will greatly increase the cost of heating home through indirect subsidy ad the need to use vastly more expensive heat pumps. We can not generate the electricity required to become net zero and invest in wind and solar will require back-up from gas and nuclear.
Money being spent on net zero should be transferred to building in resilience so that drains can cope with extra rain for example. But much of this is about maintenance of existing infrastructure which is too infrequently.
