There still appears to be inadequate recycling by local residents. There may be a number of reasons such as a misunderstanding of how to dispense with residential household waste but I also suspect that too many residents just don't care sufficiently and either 'contaminate' white sacks with non-recyclable items, or don't care and just dump it all into black sacks. I don't think it inappropriate for the council to issue a warning then a fine in such circumstances.
