I do not think that the medway plan has properly assed the the impact to local transport from the proposed increase in population.
I live in the local area and the traffic at certain times is unbearable. I think it is misguided to presume that building addtional cycle lanes and providing more busses will mitigate this impact. I think if you consulted with the local polpulation and asked whether they would be happy to replace car transport with bike/bus you would find that they object to your plans. The impact on traffic from the local plan will be severe.
