Medway Local Plan (Regulation 18, 2023)

Representation ID: 1431

Received: 31/10/2023

Respondent: AC Goatham & Son

Agent: Bloomfields Ltd

Representation Summary:

Omission - reference to ‘housing delivery’ should be made in the vision.
Rather than seen as negative, new housing development should be seen as an opportunity to improve the area for the current and future residents delivering the types and quantity of homes that are desperately needed.

Development of Flanders Farm (LAA Ref:HHH19) could form a housing-led scheme which could be an option to deliver not only the existing elements of the vision for Medway, but could also deliver important housing numbers in the Medway area early-on the plan period. The site is both available and development is achievable.

Medway Local Plan (Regulation 18, 2023)

Representation ID: 1442

Received: 31/10/2023

Respondent: Ms Julia Knight

Representation Summary:

Unfortunately I only became aware of Medway Local Plan yesterday, when I found the details by chance in Rochester Community Ad Magazine which had been put through my door. It is now too late for me to attend any of the open meetings, and wonder how many other Medway residents are unaware of the plans. I have particular concerns about the loss of natural habitat, the provision of good quality healthcare [I am a retired nurse] and the building of appropriate homes and schools. I would like to be informed of future consultations and developments if possible.

Medway Local Plan (Regulation 18, 2023)

Representation ID: 1472

Received: 31/10/2023

Respondent: Locate in Kent

Representation Summary:

Both demand for space and vacancy rates in the first half of 2023 were back close to pre-Covid levels according Savills. With demand outstripping supply in North Kent, JLL research show industrial rents are rising at around 6% annually. If these increases are sustained, it won’t be long before small and medium sized business will be priced out of the Medway area.

Received: 31/10/2023

Respondent: Mr and Mrs R Goatham

Agent: Bloomfields Ltd

Representation Summary:

It is submitted that the development of Land at 1 Ropers Cottage (HHH30), either delivered in solo or in conjunction with adjoining proposed development sites could form a housing-led scheme which could be an option to deliver not only the existing elements of the vision for Medway, but could also deliver important housing numbers in the Medway area early-on the plan period. The site is both available and the development of the site is achievable.

Medway Local Plan (Regulation 18, 2023)

Representation ID: 1485

Received: 31/10/2023

Respondent: Berengrave Lane LLP

Agent: DHA

Representation Summary:

Contrary to the requirements of the NPPF (para 15), the “Vision” fails to identify
the provision of housing as in important component of the Plan (para 3.1) and
does not set out how much development should be provided for. This is a central
component of the Plan as a determinative matter for the spatial strategy.

The “Vision” must be amended at para 3.1 to reference housing and the
supporting text amended to include a commitment to the delivery of 28,500 new
homes.

Contrary to the NPPF requirements (para 15), the “Vision” fails to identify the provision of housing as an important component of the Plan (para 3.1) and does not confirm how much development should be delivered. This is a central component of the Plan as a determinative matter for the spatial strategy. Medway Local Plan (Regulation 18, 2023)

Representation ID: 1518

Received: 31/10/2023

Respondent: Richborough

Agent: Pinnacle Planning

Representation Summary:

Richborough is of the view that the ‘Vision’ should be altered to acknowledge the need to meet development needs in full, particularly for housing.
Market and affordable housing completions have consistently been below the housing requirement and annual affordable housing need figures with the negative social impact being evidenced by the worsening affordability ratio.
A step change in both delivery and approach is required if housing needs are to be met going forward. This requires the spatial vision for the new Plan to evolve and acknowledge where the lack of an up to date Local Plan has failed.

Respondent: Miss Lynn Ballard

Representation Summary:

Support moves to provide choice and a mix of homes, particularly custom and self-build housing. The Plan should ensure that some smaller sites are allocated for growth to give local construction companies the chance to provide good quality, well designed and sustainable homes as alternatives to large scale uniform estates built by one national developer.

Medway Local Plan (Regulation 18, 2023)

Representation ID: 1539

Received: 31/10/2023

Respondent: Tetlow King Planning

Representation Summary:

The NPPF requires Councils to plan positively to seek opportunities to meet the development needs of the area and as a minimum to provide for objectively assessed needs for housing.

The NPPF sets out clearly at paragraph 22 that “Strategic policies should look ahead over a minimum 15 year period...” A vision to 2040 would therefore require the plan to be adopted by 2025 to comply with the minimum 15 year period, which may be tight despite the published timetable in the October 2022 LDS that envisaged adoption by Autumn 2023.

Medway Local Plan (Regulation 18, 2023)

Representation ID: 1575

Received: 31/10/2023

Respondent: Mrs Laura Wardley-Green

Representation Summary:

The proposal that there is suitable land for building on in cuxton has already been proved (been dismissed by medway planning committee aswell as the court of appeal) to be unsuitable for anything but its current agricultural and green belt status. The existing infrastructure and any means to change the existing infrastructure to accommodate more traffic isn’t possible. I would strongly oppose any proposal for building on the existing green belt land.

Medway Local Plan (Regulation 18, 2023)

Representation ID: 1642

Received: 31/10/2023

Respondent: Mrs Josephine Brown

Representation Summary:

Having lived in Medway for 53 years I can only say planning continues to be appalling.
Cliffe Woods is a prime example as good quality agricultural land is right now being concreted over with hundreds of houses -with no improvement to infrastructure.
Sacrificing the Hoo peninsula to appease east Medway councillors is scandalous.
The blog sent yesterday about planning summed up the dismal depths to which Medway has sunk.
Where is tree planting, hedgerows, wildflower meadows and help for wildlife ? Endangered hedgehogs and cuckoos gone already !
We are living in
Concrete Kent not the Garden of England.

Medway Local Plan (Regulation 18, 2023)

Representation ID: 1645

Received: 31/10/2023

Respondent: Mrs Lynn Smail

Representation Summary:

Your plan seems to involve not ‘Connecting Medway to the surrounding countryside’ but building houses on the surrounding countryside like Capstone and flattening the rest under tarmac because the infrastructure isn’t already there. Definitely NOT ‘green’, in fact the opposite. More cars, more pollution, fewer trees and green spaces, less wildlife. That won’t help climate change. Build on all brown sites first and regenerate the struggling high streets by turning some shops and the spaces above them into housing rather than endless pound shops and charity shops, the infrastructure is already there.

“Vision” is silent on its intention to meet its identified housing need.
It is similarly silent on its intention of addressing economic/employment needs.
In-deed, the overarching principles for the “Vision” fails to identify housing at all
