Quality of life needs to be supported by access to services for all the family across generations. It is incredibly disappointing to find the focal point of the consultation document is solely housing volumes. Not a single reference to: School, Doctor, Dentist, Hospital when services are already over subscribed is negligent. Also note we are also in a bio-diversity crisis and the loss of habitat is alarming by when the Council is completely failing to hold developers to account for their obligations for planting. The priorities here are all wrong and not about existing residents.

I would have expected to see some reference to energy transition how this is accounted for within the plan. By 2040, with no further backpedaling, there will need to be substantial infrastructure for electric buses and wider use of more affordable electric vehicles. To meet the challenges ahead it can’t just be more houses and more of the same. Where is the vision to accompany the new world we face and how will organisations like Southern Water step up to the implications of massive increase in housing. They need to be partners in this or it will be Brown Medway.

Supporting people to lead healthy lives and strengthening our communities

Healthy active travel and good mental health need places or rest and relaxation and Road capacity to support cycling and walking. I see nothing in this plan that gives any priority to active travel (over more cars) and priority of housing over green space. If our river is to be a source of rest and relaxation there needs to be active intervention to stop Southern Water continuing to pump effluent into it. There also needs to be increased access to mental health support, as the destruction of our local heritage in Rainham will bring anxiety and depression.

Securing jobs and developing skills for a competitive economy

Where is the focus on jobs for the green economy and appropriate educational pathways in accessible educational institutions? Without such capacity enhancements our towns will become either devoid of young people or ghost towns during the day. This so called compelling future looks great for those moving out of London but dire for the youth. Transport links to stations and or park and ride need to feature at the core of this but are hardly visible. It’s just houses and more houses.

Boost pride in Medway through quality and resilient development

Future proofing the new developments is essential and linked to the energy transition we all know is coming. Roadside charging infrastructure, home build with south facing roofs, capture of grey water. We need new designs for housing that will last and not the rubbish of the last few years, much of which is already needing repair. This won’t work if it’s just more of the rapid build profiteering. Also, where is the reference to social housing and starter homes, or the equivalent of bungalows for those wishing to downsize. The future can’t be unaffordable 4 bedroom homes for londoners.

How will policies be sensitive to local communities, one size does not fit all across Medway. Local neighbourhood policy workshops should be encouraged as a means of engagement, citizens assembly’s like the one in Wandsworth on air quality. People aren’t engaging because they aren’t interested, it’s because they don’t believe their voices will be listened to. This has to be overcome creatively.

If correction is needed then certain developments should be stopped. Going in with such precedents on existing developments could make things worse, especially when there is no public transport option for hub connectivity or to schools. Given the focus is so solely geared towards housing I cannot see how business and jobs fit in to this. If they are dealt with as an afterthought they will never happen.

Given the stater priority on health and air quality can it not already be seen that these indicators will already get worse. All local authorities have a legal responsibility for these yet all are forgotten in the zest to build over every patch of available land. Let see some illustration of how those obligations are being delivered in parallel.

As a result of crippling rents the existing HLC in Rainham is underutilised. Intervention is required to ensure that S106 and CIL are used to enhance existing capacities. Significant challenge has been raised in Rainham but nobody appears to have the wit or appetite to resolve. Maximising capacity of existing facilities should feature highly in the plan, but it doesn’t get a mention.
