The former Medway Council office block (demolished) in Strood has remained vacant. Does a flood barrier solve the issue?
Has flood plains been investigated in parallel with proposed housing provision. Medway valley Park housing continues. It has not been included in the mapping. With climate change flood plains and reinforcing barriers has also to be included in the Plan.

Unless the sites are close to the town centres, the development may be neutral in respect of retail patterns. With home deliveries by the major retailers etc, plus student accommodation only the increase in white vans may occur. A retail impact assessment is required to address what is happening countrywide. The Governments Parliamentary research papers, issued daily, may be a starting point.

Representation Summary:

The Design Code, sounds interesting. Will a draft be published soon. Rochester with so many new flats close to the Old Roman Wall, Rochester Station has a heritage that is not reflected in the designs. However housing families nowadays rather than restricting them may be the outcome. Kithener Barracks may also not reflect current heritage aspects. The NPPF in respect of Beauty is dependent on who is the owner of the Heritage view. Many Heritage architects may be less supportive of new development. But I may be wrong.

Heritage Centres and land close to flood planes may take more effort to achieve planning permission. Again Flood planes and barriers are now more import nowadays. Circa 25% of housing in the UK may already be below flood plane levels. The recent floods are warnings that insurance companies will be more aware of.
