Medway Local Plan (Regulation 18, 2024)
Policy T5: Student Accommodation
Representation ID: 3812
Received: 08/09/2024
Respondent: Miss Rachael Selleck
Student accommodation in Medway is essential for supporting the growing number of students attending local universities and colleges. With more young people seeking higher education opportunities, adequate housing is crucial to ensure they have a safe and comfortable place to live while they study. It also reduces the pressure on the local housing market, freeing up homes for other residents. Well-planned student accommodation can help foster a vibrant academic community, encourage local economic growth, and ensure students have access to the resources and support they need to succeed in their education.

Medway Local Plan (Regulation 18, 2024)
Policy T6: Mobile Home Parks
Representation ID: 3816
Received: 08/09/2024
Respondent: Miss Rachael Selleck
We have a Haven Holiday Park and a mobile home park in our village of Allhallows, and while mobile home parks can be great where appropriate, there is no need for further expansion here. The space is already fully utilised, and any growth would be detrimental. The expansion of Haven Holiday Park has already had a dreadful impact on the village, contributing to overcrowding, increased traffic, and general disruption. It has ruined the peaceful nature of Allhallows, and the village would be far better off without it. Further development would only worsen these issues and damage the local environment.

Policy T7: Houseboats
Representation ID: 3817
Received: 08/09/2024
Respondent: Miss Rachael Selleck
Houseboats could be a great option, offering people an alternative lifestyle that connects them to the water and nature. As long as there is adequate space and proper provisions for utilities and waste management, they can be a sustainable and appealing housing solution. With the right planning and infrastructure, houseboats could provide an innovative living option while minimizing environmental impact, promoting a more diverse and flexible housing market. However, it's essential that they are introduced in suitable locations to avoid overcrowding and maintain harmony with the surrounding environment.

Policy T8: Houses of Multiple Occupation
Representation ID: 3822
Received: 08/09/2024
Respondent: Miss Rachael Selleck
I disagree with the overdevelopment of HMOs (Houses in Multiple Occupation). While having one HMO in a housing estate may be acceptable, an excess of them can lead to overcrowding, strain on local services, and parking issues. HMOs often lack long-term community investment, disrupting neighbourhood cohesion. Many people use HMOs because they cannot be approved to rent a full property, which can lead to these accommodations being used by individuals involved in criminal activities, illegal immigrants, or those evading proper checks. It's essential to maintain a balance to ensure neighbourhoods remain safe, vibrant, and sustainable for all residents.

Policy T9: Self-build and Custom Housebuilding
Representation ID: 3831
Received: 08/09/2024
Respondent: Miss Rachael Selleck
The proposed sites—Fenn Farm, Ratcliffe Highway, Hoo (AS2) – 100% and Land east of Stoke Road and North and South of Binney Road, Allhallows (AS22) – at least 5%—are concerning. I live at 63 Binney Road, adjacent to one and very close to the other. The plans for these sites are riddled with inaccuracies, claiming sustainability and adequate facilities that simply do not exist. Our roads are in poor condition and too narrow for current traffic, and additional housing would only exacerbate these issues. The Council must conduct their own thorough checks and not rely solely on developers' reports.

Policy T10: Gypsy, Travellers & Travelling Showpeople
Representation ID: 3844
Received: 08/09/2024
Respondent: Miss Rachael Selleck
While I agree that pitches for Gypsy, Traveller, and Travelling Showpeople households are necessary, they should be actively managed by the local council. In Allhallows, the presence of these groups has led to significant problems, including property damage and a marked increase in antisocial behaviour. Proper management and oversight are essential to mitigate these issues and ensure that such sites are both functional and respectful to the local community.

Policy T11: Small Sites and SME Housebuilders
Representation ID: 3847
Received: 08/09/2024
Respondent: Miss Rachael Selleck
I believe that the locations for housing developments need a serious review, as many of your reports are inaccurate. Building fewer houses in certain areas would be more beneficial than cramming 50 into a space meant for only 30. The focus should be on constructing reasonably sized homes with adequate gardens and driveways. This approach would ensure better living conditions and make more efficient use of space.

Medway Local Plan (Regulation 18, 2024)
Policy S10: Economic Strategy
Representation ID: 3849
Received: 08/09/2024
Respondent: Miss Rachael Selleck
In Allhallows, there are virtually no local job opportunities, forcing residents to travel long distances for work. As more houses are built in Medway without corresponding job creation, the reliance on cars increases, exacerbating traffic and pollution issues. The lack of local employment means that people are compelled to commute further, which strains the already limited infrastructure and worsens the environmental impact. To address this, it's crucial to balance housing developments with the creation of local jobs and improved transport options.

Medway Local Plan (Regulation 18, 2024)
Policy S11: Existing Employment Provision
Representation ID: 3851
Received: 08/09/2024
Respondent: Miss Rachael Selleck
The lack of local employment opportunities in Allhallows forces residents to commute significant distances for work, with many relying heavily on cars. As Medway continues to expand housing developments without increasing job prospects, the situation will only worsen. More homes mean more residents needing to travel for work, which strains existing transport infrastructure and heightens environmental concerns. To mitigate these issues, it's essential to plan for job creation alongside housing growth, ensuring that future developments include provisions for local employment and improved transport links. This approach will help reduce the dependence on cars and support sustainable community growth.
