Respondent: Medway Labour and Cooperative Group

Representation Summary:

I would suggest amending the sentence

The level of affordable housing required is informed by the Local Plan Viability Assessment, which distinguishes between high value and low value/marginal areas. In line with the viability evidence, the requirement will be for:

Medway Local Plan (Regulation 18, 2024)

Policy S20: Strood District Centre

Representation ID: 4100

Received: 08/09/2024

Respondent: Medway Labour and Cooperative Group

Representation Summary:

Support investment in Strood through mixed use development including residential and office accommodation.

Need for banking facilities to be reprovided. Aspirations for higher quality urban realm very much supported

Retail park facilities are in high demand, but some provision of supermarkets should be provided in wider catchment area (Hoo, Cuxton & Halling) to mitigate impacts of congestion and air quality and provide balanced retail mix.

Significant long term opportunity through public transport via Strood platforms on Victoria line and provision of future BRT/Tram networks. Road networks provide excellent local connectivity but can cause congestion, severance and air quality issues

Medway Local Plan (Regulation 18, 2024)

Vision for Access and Movement in Medway

Representation ID: 4108

Received: 08/09/2024

Respondent: Medway Labour and Cooperative Group

Representation Summary:

Significant gap within Transport chapter on vision for public transport - particularly development of bus, BRT and tram systems. Local Transport Plan will need to deliver a radical step change in the provision of public transport in order to support aspirations. A spatial policy on the provision of public transport systems, particularly operational facilities is required to ensure that provision of a suitable sustainable net zero public transport provision is provided. Strategy work on lobbying for local powers (e.g. bus franchising) and funding (including local fund raising e.g. Workplace Parking Levy) is urgently required.

Medway Local Plan (Regulation 18, 2024)

Policy T25: User Hierarchy and Street Design

Representation ID: 4116

Received: 08/09/2024

Respondent: Medway Labour and Cooperative Group

Representation Summary:

User hierarchy needs significant work to be achieved - significant gaps in walking, cycling and public transport networks are clear - particular tensions between brownfield low car developments and suburban growth. Existing urban settlements need to be considered where car dependency is built into Victorian Street networks.

Street design needs to also consider road collision reduction measures. There is an urgent need to reexamine organisational opposition to 20 MPH zones in suitable residential areas and other measures that reduce collision risk.

Policy T26: Accessibility Standards

Representation ID: 4119

Received: 08/09/2024

Respondent: Medway Labour and Cooperative Group

Representation Summary:

Significant investment and culture change required to achieve this. Public transport provision is not provided at levels required. Need to ensure that development gain is funnelled more efficiently at provision of sustainable transport. Too often we see residential developments not providing adequate pedestrian and cycling provision, and inappropriate speed limits and associated road features for sustainable development.
