Not sure how this can be achieved with existing policy levers - need significantly more local control over public transport provision and highways policy to be more forward thinking on cycling and walking provision. Needs to be a proper long term multi-modal strategy for road network. Local Transport Plan needs to be mandated to achieve aspirations set out in local plan
