Medway Local Plan (Regulation 18, 2024)
Policy S3: North Kent Estuary and Marshes designated sites
Representation ID: 4032
Received: 08/09/2024
Respondent: Miss Rosamund Beattie
It is not necessary and in fact wholly undesirable to build near nature sites and protected zones. Our wildlife is already being decimated due to human encroachment. Why doesn't Medway Council simply buy up cheap housing blocks in the north of England and house any influx there as Newham Council did with Anchorage House? Once our natural habitats are gone, they are gone forever. And the direction of travel is only one way.

What factors would lead Medway Council into determining that a coastal location was essential for a development? All three strategy options involve urban sprawl. In a previous section it was mentioned that the private sector had identified beneficial greenfield sites to build on. I am sure that would be very profitable. Why doesn't Medway reduce costs, buy some concrete towers up north rather than building them over Rochester's conservation area and house people as Newham Council has done with Anchorage House.

This generally sounds positive. Kent is the garden of England and it would be much appreciated by the current residents if it could remain so, rather than be concreted for the benefit of those who currently do not live here. As the population explosion is down to unprecedented immigration levels, perhaps the Labour council and the Medway MPs could urge the Labour administration in Westminster to curb / stop these numbers, thus alleviating the housing crisis.

Policy DM1: Flood and Water Management
Representation ID: 4054
Received: 08/09/2024
Respondent: Miss Rosamund Beattie
It would be desirable for Southern Water to improve drainage and maintain the current pipe framework. Already in heavy rain there is a lot of surface flooding around Star Hill and the Ironmonger's Yard site threatens to create more runoff and exacerbate the problems that already exist. Overbuilding means insufficient drainage capacity and insufficient water supply. Already in wet years Southern Water tells us via the radio that we need to conserve water. Do not overbuild.

I am sure private developers will do the minimum they need to achieve the minimum standards required for the cheapest price in order to maximise return.

Policy DM3: Air Quality
Representation ID: 4064
Received: 08/09/2024
Respondent: Miss Rosamund Beattie
There is nothing wrong with the air quality in Medway, any suggestion there is sounds like a possible move towards a revenue raising scheme such as a ULEZ which I am sure is attractive to a cash strapped council. If developers want to install low NO2 boilers that is their prerogative although I believe it is already law that developers cannot install boilers as from next year 2025. Wood fires are lovely and well used in winter, probably will be more so with the fuel price increase. Pensioners will probably be burning books with their fuel allowance removed.

Policy DM4: Noise and Light Pollution
Representation ID: 4070
Received: 08/09/2024
Respondent: Miss Rosamund Beattie
There is a lot of light pollution along Rochester High Street with the garish signs and screens the council permits in shop windows. The new LEDs in the lanterns as opposed to the old incandescent bulbs that gave a warmer glow, also are too bright and not in keeping with the historical setting. Ironmonger's Yard with its 11 floors will emit a lot of sky glare in a hitherto normally lit area. Any build project must have designated hours for noise, dust and vibration inducing works.

Policy S7: Green Belt
Representation ID: 4072
Received: 08/09/2024

Kent is the garden of England. We have many AONB, SPA/Ramsar sites and large parks. The green belt must be protected so we do not end up as a suburb of London. It is all too easy to nibble away at it. If the nibbling does not commence, and it is fully protected, then we conserve the natural world and areas of beauty for the future generations.

Policy T1: Promoting High Quality Design
Representation ID: 4101
Received: 08/09/2024
Respondent: Miss Rosamund Beattie
The majority of new builds are generic boxes and although developers claim they are high quality design, as with Ironmonger's Yard that developer Donard asserts is an improvement to Rochester Castle, they are not. They are bland and unimaginative and the council would be well placed to place a greater store on the aesthetic and historic value of the old towns of Medway. I refer in particular to Rochester High Street and Intra, which have very varied buildings and roof lines. I wish to preserve the uniqueness and not hide it behind grey cubes of concrete.
