There is no climate emergency and I do not think it practical to inflict net zero carbon hypotheses onto developers, it just makes dwellings more expensive to the end client and housing is already very expensive in the UK.

Agreed. These guidelines are already in place. But not enforced. Pav's Vapes' bright strip window lighting in Rochester High Street is a case in point. Plus the garish signage in the City Wall bar windows.

In conservation areas signage and lighting must be in keeping with the historic aesthetic. It is not necessary to have neon lights or TV screens in shop windows.

I am glad you say "the historic environment is an irreplaceable resource that lies at the heart of the character of Medway". I hope your planning department bears that in mind when it considers the Ironmonger's Yard development that will destroy the historic view of Rochester Castle as you walk from Chatham. Historic buildings and views must be conserved for future generations. We are but stewards of historic buildings during our short time on this earth.

"Development that impacts a heritage asset, or its setting, should achieve a high quality of design which will conserve or enhance the asset's significance and setting". That phrase is simply a contradiction. If you are destroying a heritage asset or view, no modern design will make up for that.
Secondly, I cannot recall one high quality modern design that I have ever seen in Rochester as compared to the historic buildings therein.
Medway should have a local heritage list, although as Historic England already has one, what purpose would it serve? Planning consent more difficult to obtain? Then yes.

As it is highly unlikely applications will even comply with the Supplementary Planning Document 2024 can we assume there will be no more concrete cube flats being slung up in this area? I suspect not. There are many old wharves and unique buildings along this stretch yet Ironmonger's Yard threatens to dwarf and decimate any aesthetic residents would wish to conserve. Any other applications will I hope be very small infill and unobtrusive. Although this area appears designed for a lot of building in all 3 options. The crossing needs improving before any more dwellings are built.

"Development within a Conservation Area will only be permitted where it contributes positively to the conservation or enhancement of the character, appearance and distinctiveness of the area" The proposed development of Ironmonger's Yard will determine whether the council does mean it intends to abide by its own conservation area plans and recommendations. They are quite robust and I hope that it will abide by them. It appears conservation officers are always overridden by planning and development. What is the point of a Conservation Department then? I note there are two vacancies, is it being conveniently phased out?

It is not necessary to build on or over or right next to any scheduled monument. Any archeological sites would presumably have the correct exploration and conservation. This is important for Rochester in particular as not only do we wish to conserve history for future generations but also to preserve the atmosphere and aesthetic of the city.
