Council should avoid HMOs at all costs. Many of the housing stock in Medway has been converted into HMOs whether licenced or not. Most are to be found in run down areas with high deprivation. I believe if this type of housing is detrimental to the sustained enhancement of Medway. I have known people living in these properties and they are unpleasant places to live with many 'undesirable' tenants and landlords.

Policy T10: Gypsy, Travellers & Travelling Showpeople

How often is the council checking that these communities meet the accepted definition of a traveller or Gypsy? I think that if sites are given over to accommodate traveller and Gypsy caravans for extended periods of time, e.g. for health or education, then it should be incumbent on the council to demand a contribution from these communities towards the costs of maintaining these sites and the use of other local amenities.Local residents have no issue with these communities staying but they have issue that it appears the local taxpayer is supporting them with no contribution from them.

Policy T11: Small Sites and SME Housebuilders

I think small sites and SMEs should be encouraged in that they are usually local people undertaking these and are usually built to a higher standard than the large National companies who bring builders in from elsewhere in the country.
I have known people who work on large sites/companies who showcase a property to the buildings inspectors which have been built to standard but the rest of the large site is not and the inspectors don't inspect every property. This does not happen on small sites and SMAs thus a much better build.

Do we need anymore building of offices and business properties? There are so many already in existence that have been that way for many years indicating they are not needed. Just because you build it doesn't mean people will use it.

I agree that premises/land that has previously been designated for business use that has stood empty or abandoned for a set length of time should be redeveloped. I also think that business premises where the owners have failed to pay business rates for the same length of time should be considered for redevelopment once the company accounts have been inspected and there is no likelihood that the rates will paid. Businesses in this situation will not be able to sustain a business nor pay any employees.

I agree that existing industrial sites can be redeveloped for new industry if new industry is likely to succeed there. You can build it but will they come? I do not think that any agricultural land should be developed for industry purposes. Jobs created here will not necessarily offset the jobs lost both direct and indirect from associated agricultural industries.

Policy T12: Learning and Skills Development

Not all education should be centred around new technologies. There is a need, especially in Medway because of its' high number of historic and heritage sites and farming, for education to support traditional skills and farming/horticulture. King Charles already has a centre in Scotland for this, I believe this area is a prime location for a similar enterprise enabling local people to train to look after what has historically been important to our communities.

Policy T13: Tourism, Culture and Visitor Accommodation

I would like to see promotion of our tourist sites all year around rather than seasonal. The closure of the Rochester information centre is a waste since the building is in use anyway for the Hugenot Museum, surely this could be used to better promote the Towns. There is not much to offer for the tourist browsing the Towns; Rochester high street is full of charity shops and cafes; Chatham has poundshops and mobile phone outlets and Gillingham is in a similar situation. A better provision to encourage browsing is needed. Look at tourist town centres.

Policy S14: Supporting Medway's culture and creative industries

Culture and creative industries should be supported however, this should include traditional crafts and skills such as stone masonry, farriery, stained glass, agriculture, horticulture etc. We need skills and crafts that fill an employment need as well as an aesthetic need.

The rural economy should be supported with adaptations made by the rural economy such as a move toward viniculture and other newer rural industries. The loss of the rural economy to residential development should be discouraged especially for land that is currently being used for food production. This land should not be developed. Local food production should be encouraged to reduce our carbon footprint.
