The town centres are dead at the moment. They do not encourage tourism, local shopping or business. They should be redeveloped with a mix of residential and business; this would encourage a vibrancy in the centres. People should be able to live, work and play locally which is not happening. Make the centres more tourist friendly, have quality nightlife with theatres and bars and make them safe. Few people feel safe in the Town centres at night.

Chatham should also have a tourist base if we are to promote local heritage and history. The high street in Chatham need total regeneration as it is unattractive to business at the moment. This also relies on people coming in from outside in the short term at least. The area has high deprivation and so locals do not have the funds to spend in shops on the centres, this is why businesses have left in recent years. Visitors will only come if offering something other centres don't such as small local business not large chains available in any high street.

Sequential assessment is essential. There are sites in the proposed plan that should not be included in the plan but probably will be so to safeguard these sites from being the first to be developed there has to be a centre first proposal. In addition, it should be clear to the local residents that all other avenues of developing within the centres has been explored before permission is given for outside centre proposals.

Consideration should be given to providing dedicated bus links for tourists who wish to explore all the Towns. Other places I have visited across the country provide this service that visitors can use as a direct link instead of the residential buses that are not direct. This would encourage visitors and increase footfall in all centres. There should be mixed residential, business and entertainment development in the centres encouraging people to live, work and play locally.

Policy S23: Hempstead Valley District Centre

If the centres are to thrive then Hempstead Valley, like other out of town shopping outlets, should not be expanded. Hempstead Valley is rarely visited by people who do not live in the area. The upstairs community hall is no longer in use which could have been used for more community based activities. There has been a high turnover in tenants of Hempstead Valley over the years and recently charity shops are making inroads. There is nothing wrong in this but this is what happened in the town centres before they died.

There are many buses that will take you into Chatham bus station but few that will give you direct local links. For example, there is no direct link between Lordswood, Clandon Road and Wayfield, Snodhurst Bottom or between Walderslade and Hempstead Valley. If I wanted to go to work by bus for a 10minute direct car journey I would need to take a bus into Chatham change and take another bus out again taking about 1 hour. People will not give up using there cars if this is the bus service on offer.

Vehicle parking on new build developments is rarely sufficient with one parking space per household when most households have 2 cars. This leads to a build up of parking in adjacent streets. Provision should be made for adequate parking with new builds.
Where possible parking provision should have integral energy production e.g. solar panel on the car park roof.

The council should stipulate that all new builds require to include integral solar panel or wind energy production. It should not be beyond the realms of developers to install solar panels on roofs nor wind power on new developments. They will probably say it is economically unviable to do do but that just means it will eat into their profits.

I feel that the council has made this process impossible for some people to take part in. The illiterate, visually impaired, those who have no access to the internet and those who are not tech literate will find it extremely difficult to consult the quantity of documents that need to be read to make a reasoned comment. I am an intelligent, literate, tech savvy individual and it has
taken me 8 hours to read content and answer just under 50 questions that required more reading of legal documents that are written in legalese.
I feel that the council has made this process impossible for some people to take part in.
